Morton & Pitalo, Inc. is a leader in providing high-quality civil engineering, land planning and land surveying services. Established in 1977, and having completed thousands of projects, we are the oldest locally owned firm in the Sacramento region.

Our services have been provided to the private sector for commercial, office, industrial, institutional and residential developments, and to the public sector for roads, public works, schools, parks and assessment districts. Richard Morton

Gregory J. Bardini, P.E., President/CEO

Mr. Bardini is President of the firm. He has more than 28 years of experience in the field of civil engineering. He has been with Morton & Pitalo, Inc. since 1994. His expertise includes the design and management of numerous public and private sector land development projects including land use master plans, specific plans, and mixed-use developments that include residential, commercial, office and industrial augmented by public facilities such as schools and park facilities.


Edwin K. Yu

Edwin K. Yu, P.E., LEED AP, Vice President

Mr. Yu is a Vice President in the firm. He has more than 22 years of experience in designing and managing land development projects in the Sacramento Region. He’s been with Morton & Pitalo, Inc. since 2004. His expertise includes on-site and off-site improvement plans, specifications, and construction costs for industrial, residential and commercial developments including roadway geometric design, grading, storm drainage, sanitary sewer and water distribution systems design. Mr. Yu has extensive experience working with contractors fulfilling design build deliveries.

Christopher J Georges

Christopher J. Gorges, PLS, Vice President

Mr. Gorges is Vice President of the firm. He has more than 29 years of experience as a Land Surveyor in the public and private sectors. He has been with Morton & Pitalo, Inc. since 1995. His expertise includes boundary and topographic services, ALTA surveys, right-of-way mapping, construction surveys, geodetic control surveys, and utilization of Global Positioning Systems.

Keith A. Jolly, P.E., Principal 

Mr. Jolly has more than 34 years of construction experience, mostly in Heavy Civil.  He has managed projects throughout both California and Nevada, ranging from Chico to Bakersfield, from Carson City to Walnut Creek.  His Heavy Civil construction experience includes managing projects from as small as $50k to as large as $250M and include both private development as well as Public Works projects.  Mr. Jolly has experience working with Cities, Counties, Department of Transportation and many other Agencies throughout California and parts of Nevada.  Some of the types of projects Mr. Jolly has been involved with include:  Master planned developments in Natomas, Davis, West Sacramento and Vacaville; Industrial park and Commercial developments in Vacaville, Davis, West Sacramento, Sacramento and Elk Grove; Roads and Street projects in Yuba, Yolo, Solano, Sacramento, Fresno and Kern Counties; Caltrans projects in Districts 3, 4, 6 and 10.



Scott Pedersen, P.E., Principal

Mr. Pedersen has over 23 years of construction and engineering experience ranging from design and construction management for environmental remediation projects to land development management and design engineering.  His design experience includes backbone roadway infrastructure improvements and geometric layout, preparation of site grading and utility plans from tentative map through construction documents and encompasses a variety of projects from commercial retail to single-family residential. Mr. Pedersen has managed multiple single-family residential subdivision developments in the greater Sacramento and Fresno areas and has been involved in several high-profile projects including The Fountains (Roseville), Palladio (Folsom), Federal Express Ground Distribution Facility (Roseville) and the HP Campus Oaks Master Plan (Roseville).
